The block of code in the braces first get compiled and then executed.
During the compilation stage, foofunct does not exist causing the
error that you see.

You can use this:
    
    #ifeval BATCH==0
      autoload("foofunct","/home/alpha/foo.sl");
      insert("rc\n");
      foofunct();
    #endif
