textmode, mode guidlines

Having edited a simple text file before, it was not possible to have a correct latex_mode.

textmode.sl binds the tab-key to text_indent_relative in global keymap and latex_mode
assumes binding to indent_line.

Additionally, when latex_mode is loaded and I switch to text_mode, the text_indent_relative function additionally gets bound into the latex keymap. :(

Does anyone know why textmode.sl was written/modified this way?
Are there reasons to stick to this version of textmode?

How about editing some mode guidlines?
