update at JMR

Hello,
I updated some of my modes at JMR:
-hyperman
-tar
-ispell

The modes under the respective links are the old versions! I don't have
write permission to them, and the upload script doesn't work, so I put it in
a .tgz under ffap.

New modes:
-ffap: mode for quickly opening the filename at point.
-outline: mode for editing Emacs outlines (that one you can find under
 modes>outline)
