Sounds like you use the email mode from jedmodes.sf.net?

For ispell_region, you need the extended ispell mode from
http://jedmodes.sf.net/mode/ispell/ 

Download this (and the mentioned requirements) and follow the install
instructions in the source.

Debian users can also install the jed-extra package from the experimental
section (may be in testing by now).
