jed-0.99-17 (was Re: suppress "lines read" message)

What I have decided to do is release a pre-release version of jed
0.99-17 for folks to look at.  Later this summer I will make the
official release.  I would prefer to do it this way because of the
number of changes that have ocurred since the last release-- many of
the changes to support the upcoming UTF-8 version of slang.
