I think you have to register it.
Have you tried this in wterm.c, init_application:

  wc.hIcon = LoadIcon(hInstance, MAKEINTRESOURCE(IDC_MYICON));

or mybe just

  wc.hIcon = LoadIcon(hInstance, IDC_MYICON);

You can use a constant instead of IDC_MYICON. It is the
unique ID of the icon resource you want to use.
