simplifying make_ini.sl

I would like to clean up the make_ini.sl script for autogeneration of an
initialization file (http://jedmodes.sf.net/mode/make_ini/).

Does anybody object to removing the commenting of the created ini.sl file:

  Make_ini_Verbose: 0
  
   SYNOPSIS
    Comment the ini-file
  
   USAGE
    Int_Type Make_ini_Verbose = 2
  
   DESCRIPTION
   Comment the ini.sl file generated by make_ini().
    n == 0: no comments
    n >  0: n lines of global comments + list of custom variables
  
   SEE ALSO
