My aspell says

@(#) International Ispell Version 3.1.20 (but really Aspell .33.7.1 alpha)

I have ispell 3.1.20, and with both ispell and aspell I can insert words in
my dictionary by pressing 'i', which calls the '*' command. From the ispell
manpage:
              *      Add to personal dictionary
              @      Accept word, but leave out of dictionary
              #      Save current personal dictionary

From ispell.sl:

	  {case 'i': send_process (ispell_process, strcat ("*", word, "\n#\n"));
	     return NULL;}

Can you insert a word by starting aspell as
aspell -a
and typing
*someword
#
?
