I do not think so. (At least not in the standard version.)
Paul Boekholts extended info browser at
http://jedmodes.sourceforge.net/mode/info/
might contain a solution or at least go one step further in the desired
direction. (I have to admit that I did not success in configuring it as a
latex help system but this might be due to not enough trying in front of
a complex task.)
BTW: you could consider mode_set_mode_info() / mode_get_mode_info()
instead of a buffer local variable. Newer versions of Jed (ca. >=
0.99.17) support additional fields for the mode-info.
