No, and Debian doesn't seem to do so by default as well.
I added () = evalfile("emacs"); to the bottom of my .jed/jed.rc and
it look that I am fine now.

... and otherwise reasonably resembles an emacs so that I didn't
notice I was using a different emulation than I was using before?
