I would suggest
%USERPROFILE%/.jed/
%USERPROFILE%/.jed/jed.rc
with `Jed_Home_Directory' == "%USERPROFILE%/.jed".
This would match nicely with the default settings in Debian
`Jed_Home_Directory' == "$HOME/.jed"$
`Default_Jedrc_Startup_File' == "$HOME/.jed/jed.rc"$
The "app-dir" could be used for private additions like
%USERPROFILE%/.jed/.jedrecent
%USERPROFILE%/.jed/lib
%USERPROFILE%/.jed/templates
