Odd behaviour with Highlight_Whitespace

I've noticed a few oddities with Highlight_Whitespace (1 or 3) with trailing space.

Trailing space is highlighted as expected for pre-processor commands, but seems to be ignored in comments.
This is not really a huge issue, but what should be happening in the minibuffer?

Instead of marking the trailing space in the minibuffer, it highlights across to the end of the screen width.
It might even be less distracting to use if trailing highlighting was simply ignored in the mini-buffer. 

Affected: jed-0.99.19-218, jed-0.99.19-190 (the only two versions I currently have).
