Yes, if Enable_Mode_Hook_Eval is NULL or 1
(see Help -> Describe Variable -> Enable_Mode_Hook_Eval).
However, "mode" needs to be in lower-case,
and only variables known to jed can be set,
e.g.:
> /* -*- mode: c++; TAB: 4; C_INDENT: 4; C_Class_Offset: 2 -*- */
