Make is acting as if the comment character is not present. Is this

I too was suspicious of MFLAGS but it was intact. Out of curiosity I
copied xcopy.exe as copy.exe from \windows\system32 to the slang top
directory where the Makefile resides. I edited MFLAGS to empty:
C:\Program Files (x86)\slang-pre2.3.0-111>mingw32-make
mingw32-make: *** No rule to make target `does', needed by `Note'. Stop.
It is not a 64bit vs. 32bit issue because the same junk pops up when
WinXP SP3 compatibility is enforced. So this mingw32-make from Dev-Cpp
is unusable under Windows7. I'll try something else.
