While you probably don't want to hear it, I did manage to get PuTTY to
work pretty well.
Putty is a Windows program?
I do not use Windows at all.

Ohh... even installable with Ubuntu!
But how do I start a local terminal?
I mostly do not need a remote login.
Okay, need some explanation of what it is you are __really__ trying to do.
From your description it sounded like you were using Xterm to connect
to an OpenVMS system and JED to edit the source code on there. That's
what I thought.
If that is __not__ what you are doing then we/I really need some
clarification.
If all you are doing is fighting your current terminal to get proper
VT-100 emulation locally
https://www.gnu.org/software/emacs/manual/html_mono/edt.html#Unix
using xmodmap and changing the keyboard definition just to use NumLock
violates my religion. It is one of the reasons I have been working on
RedDiamond.
https://sourceforge.net/projects/reddiamond/
I want I want I want EDT without having to hack a terminal definition.
Just haven't gotten to anything with [GOLD][7] command yet.
That probably won't do much for you because it needs a GUI desktop.
