In jed0.99.20-134, USE_TABS was made into a buffer-local variable.
New buffers will get created with the value of USE_TABS_DEFAULT.  So
to disable tabs everywhere, put

   USE_TABS_DEFAULT = 0;

in your jedrc file.  To disable tabs for python_mode, use:

   define python_mode_hook ()
   {
      USE_TABS = 0;
   }

Hopefully this resolves the issue.
