Here is a win32 version of mkmake:

Its md5sum is e1805c95a1e6e8cede142cea925e4baa.
I tested it using wine on my linux system. Running it without
arguments should give the usage message:
Usage: mkmake [DEF1 [DEF2 ...]]
If that works for you then you will need to rename it when replacing
slang/src/mkfiles/mkmake.exe.
