FYI.  I just tried with:

    Client: tnftp
    Linux: 2.4.26 #1 Wed Aug 18 08:15:43 EDT 2004 i686 GNU/Linux

I can navigate to the slang directory.  But, when I do "get", it
says "transfer starting" and then "stalled".

KDE is my desktop, so I tried Konqueror (KDE's Web browser and file
manager).  That downloaded slang-pre2-r2.tar.gz just fine.  I tried
it several times; Konqueror succeeded each time.

I also tried Opera 7.60P3.  It stalled and would not download.  It
stalls after doing a partial download.

Then I tried Firefox 1.0 (Web browser).  It succeeded.
