No. I want to use UTF-8.

Do you have Debian? You can use the new jed package from
<http://www.backports.org/>.
You should not send your files as attachments. Your mails will not show
up in the archive http://ruptured-duck.com/jed-users/maillist.html and
application/octet-stream is not really a good content-type for text.
