  vmessage("%d", Tab_Always_Inserts_Tab)
  
If it says '1', there's the rub.

Btw., There are no less than five variables related to TABs, here
shown with their default values:

   Tab_Always_Inserts_Tab = 0;
   TAB = 8;
   USE_TABS = 1;
   TAB_DEFAULT = 8;
   USE_TABS_DEFAULT = 1;
   
That is mildly confusing!
